Program: Are the reading wars really over?

It's estimated that one third of Australian school children can't read proficiently. In response, all state and territory governments have now mandated that a form of teaching known as explicit instruction be used to teaching reading in schools, with the federal government also tying delivery of this method to its funding deals. So can explicit instruction turn things around?
